BUFFALO, NY – Founded in 2021 by local residents Armond June and Charles Paglione, Revival: Pharm.Lab.Market., a minority and future-physician-owned business, was approved for an adult-use microbusiness license from the New York State Office of Cannabis Management at the Cannabis Control Board meeting on Thursday, April 11, 2024.
The adult-use microbusiness license authorizes Revival to cultivate, process, distribute, retail, and deliver its own cannabis products. A licensed microbusiness must engage in cannabis cultivation and additional licensed activities, such as operating a retail dispensary.
Revival will be located in the former J.W. Ruger Co. & Deck Bros. Building at 222 Chicago Street, owned by Ellicott Development Company. The building’s newly constructed interior will include a state-of-the-art cultivation and processing facility, a retail storefront and tasting lounge, and a community engagement room. Revival’s executive team, with a combined 25+ years of cannabis industry experience, will oversee the company’s operations. The company’s unique Scientific Advisory Board, made up of healthcare professionals, will oversee product formulations and provide recommendations to interested consumers.

June is a Buffalo native and a candidate in the MD-PhD program at the Jacob’s School of Medicine and Biomedical Sciences. He serves as Chair of the Education Committee for the Cannabis Association of New York (CANY) and is a published researcher with diverse biomedical experience. Armond earned his B.S. in Biological Sciences from the University at Buffalo and is a Saint Joseph’s Collegiate Institute High School graduate.
Paglione is also a Buffalo native and a Saint Joseph’s Collegiate Institute High School graduate. He is currently a Senior Associate at S2N Health, advising medical technology companies on commercial strategy. Paglione graduated from Northeastern University with degrees in Biomedical Engineering and biochemistry.
“Revival conducted a national search and focused on recruitment from the local WNY community. Our goal was to hire individuals with extensive knowledge and experience in the cannabis industry,” added Paglione.
At full capacity, the organization plans to employ 25 full-time employees in positions such as budtenders, growers, trimmers, and others related to retail, extraction, and cultivation operations.
Revival is working closely with Ellicott Development to finalize the facility’s site plan. Construction is expected to start in late spring, with a grand opening targeted this fall.
